Risk and conflicts prevention

The raison d'être of IFREI is the prevention of risks, whether accidental or intentional, and the reduction of conflictualities. IFREI develops and promotes the Cindynics, sciences of danger that have the particularity of placing the human at the heart of the issues of danger and prevention: beyond the technical aspects, the cindynic approach to prevention is primarily organizational, based on strategic thinking, and seeks operational efficiency.

Initially, IFREI focused on intangible risks, and notably on risks emerging with the development of new technologies, information societies and "cyberspace", which is currently being militarized. Focused on organizational aspects, the cindynic approach was especially adapted to the field of intangible risks. Therefore,  IFREI had to extend the cindynic models in order to specifically take conflicting situations into account: this led to supplement the concepts of resilience and reduction of vulnerabilities by the notions of friction phenomena and reduction of conflictualities (defined as the situations' propensities to degenerate into conflicts).

These developments lead to extending the areas of use of Cindynics beyond the strict domain of risk prevention: the rigorous modelling of the notion of conflictuality allows the implementation of the cindynic methodology in the field of conflict prevention and the reduction of conflicitualities. Moreover, the concept of conflictuality covers in practice a continuum, which includes weak conflictualities and divergences, which degrade the efficiency of development actions. The cindynic methodology is therefore twice useful for development: on the one hand because it prevents the human or environmental damages too often associated with development actions, and on the other hand by its ability to reduce friction phenomena and to improve operational efficiencies.

IFREI's modelling and research activities are complemented by teaching and training activities proposed to economic and development actors, and to non-governmental organizations. These activities are part of a transdisciplinary and cross-sectoral approach, which is essential to the efficiency of prevention.
